This may have been planned for a long time, even before 2009. That depends on who is behind it and what their ultimate aims are. If it is ancient Black Nobility dynasties they may have wanted to restore an empire of some sort for hundreds of years. The decline of the current financial system and cheap oil (plus the elections in the US ) may have prompted the firing of the starting gun but I feel the "pandemic" is just part of the transition they are implementing as we speak..
